Kevin: Grazie Grayson, mi unisco anch’io al tuo benvenuto. Come ha detto Grayson, è un piacere avervi con noi; Mirco, sappiamo che hai delle ottime notizie per i nostri spettatori riguardo alla Coupe Mondiale di quest’anno a Castro Marim, in Portogallo… raccontaci.
Mirco: Sì, siamo lieti di annunciare che, con l’approvazione del governo portoghese, abbiamo la conferma che la 73° Coupe Mondiale si svolgerà dal 6 al 10 ottobre!
Grayson: Poiché la CIA è un’organizzazione internazionale, deve tenere conto delle situazioni in cui versano molti Paesi e valutare tutte le problematiche degli organizzatori, del Paese ospitante, dei delegati, dei concorrenti e della giuria. Potresti, per favore, approfondire questi dettagli?
Mirco: Comprendiamo che la situazione è ancora abbastanza diversificata tra i Paesi di tutto il mondo, ma nell’UE molti stati hanno terminato il blocco e riavviato eventi e concerti, anche se con limitazioni e con un protocollo di sicurezza rigoroso. C’è una buona intesa tra noi, il paese ospitante, il governo e le associazioni della CIA.
Kevin: Posso immaginare che ci sia un numero consistente di cose da considerare nell’organizzazione di un grande festival in questo momento. In qualità di Presidente della CIA so che sei in contatto con i promotori di molti eventi internazionali, compresi quelli ospitati da enti e associazioni svincolati dalla nostra struttura. Suppongo che in tanti saranno stati costretti ad apportare notevoli cambiamenti ai loro concorsi e festival…
Mirco: Quasi tutti i concorsi internazionali più importanti del Mondo, pianificati per il 2020, hanno annunciato la cancellazione o lo spostamento all’anno prossimo:

Una possibilità sarebbe quella di organizzare l’evento online con l’ausilio di un video. C’è stato un notevole fermento da parte di musicisti in tutto il mondo che si sono adattati a questa situazione producendo molte idee incredibilmente creative, inclusi video musicali e interazioni tra musicisti di ogni Paese. Sebbene questa sia stata una soluzione estremamente positiva e abbia persino portato il progetto della Giornata mondiale della Fisarmonica a celebrare lo strumento e molti membri della CIA abbiano imparato a servirsi di questa tecnologia, riteniamo non professionale ospitare la Coupe Mondiale come competizione online. A causa della natura degli strumenti musicali, è chiaro che non è possibile comparare un’esibizione dal vivo con un video, anche in alta risoluzione, e non è possibile confrontare l’emozione, la tensione e l’atmosfera immaginando uno studente che suona davanti a una giuria internazionale composta da importanti e famosi musicisti con un’esibizione a casa, con i membri della commissione che assistono online. Anche con la tecnologia odierna ci sono molte limitazioni, il compressore del software di registrazione video, i diversi microfoni utilizzati, la capacità e la stabilità delle connessioni Internet. Ci sono anche molte questioni esterne che non possono essere tenute sotto controllo, il che non ci consente di garantire una “situazione di parità” che riteniamo essenziale per una competizione mondiale di così alto livello. In un concorso come la Coupe Mondiale le differenze tra i migliori concorrenti sono sempre molto sottili, e spesso i giudizi dei giurati sono molto influenzati dalla qualità dell’emissione del suono, dall’equilibrio, dalla capacità di trasmettere emozioni, tutte sfumature impossibili da apprezzare in streaming. Dobbiamo anche considerare le rigide linee guida che abbiamo riguardo alla nostra giuria internazionale. La Coupe Mondiale non consente ai membri della commissione di parlarsi o di discutere di qualsiasi cosa prima di dare un voto. Se ogni docente si trova a casa sua o sul posto di lavoro, è impossibile garantire che non vi sia contatto tra di loro o influenze esterne.
Grayson: è chiaro che ci sono alcune differenze tra una competizione live e una digitale con così tante varianti da considerare. Potresti per favore entrare nei dettagli, soprattutto per quanto riguarda le modifiche e i regolamenti per l’imminente Coupe Mondiale a Castro Marim, in Portogallo?
Mirco: Certamente è molto difficile prevedere oggi cosa accadrà nei prossimi due/tre mesi, ma, guardando alla tendenza della pandemia in Cina e in Europa, vogliamo essere ottimisti: in accordo con l’organizzazione portoghese, e dopo alcuni incontri video con i politici dell’Algarve e Castro Marim, abbiamo deciso di mantenere la data e la Coupe Mondiale si svolgerà, come programmato, dal 6 al 10 ottobre nella sede sopracitata. Ci saranno protocolli e procedure di sicurezza che saranno specificati in prossimità della data della competizione, perché le regole cambiano (speriamo in meglio) ogni settimana. Per conformarsi ai regolamenti governativi e alle esigenze degli organizzatori ospitanti, la Coupe Mondiale 2020 non prevederà lo svolgimento di attività che richiedono molto affollamento sul palco. Ciò significa che, purtroppo, non saremo in grado di ospitare le due categorie del concorso Ensemble, Chamber Music e World Music, così come la tradizionale World Accordion Orchestra.
Kevin: Quando operiamo a capacità normale, spesso utilizziamo tre sale contemporaneamente per soddisfare l’elevato numero di iscritti nelle varie categorie. Quest’anno, probabilmente, usufruiremo di una sola sala. Prevedi che ciò potrebbe influenzare le nostre associazioni membri e i nostri concorrenti?
Mirco: Tutte le associazioni nazionali organizzeranno una selezione interna, ma ogni Paese potrebbe anche avere un numero limitato di concorrenti ammessi alla Coupe. Spetterà alle rispettive organizzazioni inviare i musicisti più idonei.
Grayson: Nel mese di ottobre potrebbero esserci delle problematiche per i partecipanti di alcuni Paesi per recarsi in Portogallo.
Mirco: È vero, non possiamo sapere oggi quali saranno le limitazioni per viaggiare da vari Paesi del Mondo e anche i problemi delle assicurazioni, sia per quanto riguarda i voli, sia per le norme sanitarie. Da qualche Paese potrebbe essere impossibile viaggiare verso il Portogallo. Comunque, a causa delle restrizioni sui visti, non sarebbe la prima volta che alcuni concorrenti fossero impossibilitati a partecipare alla Coupe Mondiale. Tuttavia, molte associazioni che hanno precedentemente ospitato la manifestazione capiranno l’importanza di questo evento per l’associazione portoghese e le nostre organizzazioni aderenti rimarranno unite facendo ognuna del proprio meglio.
Kevin: La nostra Coupe Mondiale annuale non è solo una competizione, ma anche un festival con più eventi e concerti. Questa è una meravigliosa opportunità per i paesi ospitanti di mostrare le grandi potenzialità della fisarmonica ai propri residenti. Allo stesso modo è anche molto interessante, per i nostri delegati di tutto il mondo, apprezzare la cultura della fisarmonica locale. I nostri ospiti sono ancora in grado di offrire una varietà di attività secondo le attuali linee guida?
Mirco: Ci sarà un concerto di apertura, tutti i concerti serali a Castro Marim e il concerto finale sarà al Teatro di Faro. La pianificazione della sicurezza imposta dalle autorità locali, le linee guida portoghesi e dell’UE saranno rispettate, come le misure di sicurezza che riducono al minimo i contatti e assicurano la distanza tra i membri del pubblico, la giuria e i concorrenti.
Grayson: È magnifico sentirlo. Il comitato musicale ha aggiornato tutte le regole attuali per ogni categoria e ora sono pubblicate online. Quando apriranno le iscrizioni? La scadenza sarà estesa a causa delle circostanze?
Mirco: Siamo lieti di informarvi che la registrazione sarà aperta in questo week-end e si potranno trovare i collegamenti al sistema di iscrizione sul sito coupemondiale.org. La scadenza per l’iscrizione è fissata per il 5 settembre 2020. Continueremo a monitorare la situazione per vedere se sarà necessario estenderla per adattarsi alle situazioni nei vari Paesi. Eventuali aggiornamenti verranno comunicati ai nostri membri tramite il nostro Segretario Generale che organizza sempre comunicazioni regolari e puntuali.
Kevin: Grayson concluderà la sessione dell’incontro, ma, prima, vorrei ringraziarti a nome del nostro team esecutivo della CIA per la tua visione e l’impegno nel lavorare con i nostri ospiti portoghesi e con i funzionari del governo per garantire al nostro evento il maggior successo possibile. Mirco: Sì, il video di ciascun concorrente verrà registrato e caricato entro circa mezz’ora in modo che familiari e amici, delegati e fan possano seguire e guardare le competizioni e gli eventi del festival durante il loro svolgimento. I video saranno in ottima risoluzione e saranno disponibili online in qualunque momento.

Coupe Mondiale CIA 2020 – Interview with the President Mirco Patarini
Kevin: Thank you Grayson. I would also like to say welcome. As Grayson said, it’s a pleasure to have you with us Mirco, and we understand that you have some great news for our viewers regarding this year’s Coupe Mondiale in Castro Marim, Portugal.
Mirco: Yes, we are pleased to announce that, with approval from the Portuguese Government we have confirmation that the 73rd Coupe Mondiale will proceed on the 6th –10th October!
Grayson: As the CIA is a worldwide international association it must consider the situations of many countries from the perspective as organisers, host country, delegates, competitors and jury. Could you please elaborate on this?
Mirco: We understand that the situation is still quite different in countries around the world, but in the EU many countries have finished with lockdown and restarted events and concerts, even with limitations and with more strict security protocol.
There is a fine balance between us, the host country & government and the CIA associations.
Kevin: I can imagine there are a considerable number of things to consider in making plans for a major festival at this time. As our CIA President I know you are in touch with many global events including those hosted by other International Music Council members. I would assume that many of our fellow International musical organisations have been forced to make considerable changes to their renowned competitions and festivals?
Mirco: A small list (WHAT COMPETITIONS – Chopin Tchaikovsky etc – Perhaps don’t mention accordion ones) of international music competitions planned on 2020 have been cancelled or postponed.
The other option is to hold the event online with video.
There has been an incredible adaption of musicians around the world adjusting to this situation and producing many incredibly creative ideas, including music videos and interactions between players around the world.
Whilst this has been an extremely positive reaction and even resulted in the World Accordion Day Project celebrating the instrument and many CIA members adapting to this technology, we feel that we can’t host the Coupe Mondiale as an online competition.
Due to the nature of musical instruments) is clear that is not possible to compare a live performance to a video, even in high resolution, and is not possible to compare the (excitement, stress and atmosphere) of a student playing in front of an international jury to a home performance with jury members assisting online.
Even with today’s technology there are many limitations, compressor of the video recording software, different microphones used, the capability and stability of each internet connection.
There are also many external issues that cannot be regulated, which doesn’t allow us to guarantee an ‘equal playing field’ that we believe is essential for a World Competition.
We also must consider the strict guidelines we have regarding our International Jury. The Coupe Mondiale, doesn’t allow Jury members to speak to each other, or discuss anything before giving marks. If every jury member is in his home or workplace, it is impossible to regulate that there is no contact between them or external influences.
Grayson: It’s clear that there is quite a few differences between a live and digital competition with so many factors to consider. Could you please detail the process, changes and regulations for the upcoming Coupe Mondiale in Castro Marim, Portugal.
Mirco: Of course, is very difficult to preview what will happen in the next 2-3 months, but looking to the trend of the pandemic in China and in Europe, we feel to be optimistic: In agreement with the Portuguese organization, and after some video meeting with the politicians of Algarve and Castro Marim, we decided to keep the date and the Coupe Mondiale will be as planned on 6-10 October in Castro Marim, Algarve.
There will be a security and health and safety protocols and procedures, that will be clear close to the date of competition, because the rules are changing (in better) every week.
To conform to the Government regulations and the host organizers event requirements, at the Coupe Mondiale this year, it precludes the holding of events that require the multiple musicians to be in close proximity. This means we are sadly not able to host three such events including the two Ensemble competition categories, the Chamber Music Classical and World Music, as well as the popular World Accordion Orchestra.
Kevin: When operating at our normal capacity, we often use three venues at the same time to accommodate the high demand for our various categories. This year, as we navigate the current guidelines, we are only able to use one venue. Do you anticipate this could affect our member associations and our contestants?
Each association will still have it’s qualification but it could also be possible that every Country will have a maximum of competitors who will be admitted to the Coupe, but in this case it will be the local member (national organisation member) who will select the players.
Grayson: Of course, we know that in even in October it could be possible that participants from certain Countries will still not be allowed to travel to Portugal.
MENTION (essential) travel between countries, insurance, etc…
Due to visa restrictions and foreign policies it’s not the first time that travel restrictions have stopped potential contestants from attending Coupe Mondiale. However many associations who have hosted the Coupe Mondial will understand the importance of this event for the Portuguese Association and our member organisations will stand united wishing them the best.
Kevin: Our annual Coupe Mondiale is not only a competition. It is a festival with multiple events and concerts to compliment the competitive categories. This is a wonderful opportunity for our hosts to showcase the accordion in their country. Likewise, its also very interesting for our guests to experience the local accordion culture. Are our hosts still able to offer a variety of activities under the current guidelines?
Mirco: there will be an opening concert, all evenings concerts in Castro Marim, and the final concert will be in the Theatre of Faro.
For all security planning, the local Authorities and the Portuguese and EU guidelines will be respected, such as safety measures minimising contact and ensuring spacing between audience members, jury and contestants.
Grayson: It’s fantastic to hear, the music committee has update all the current rules for each class and they are now published online – when will the registration open and will the deadline be extended due to the circumstances?
Mirco: we are pleased to let you all know that the registration has just opened and you can find the links to the entry system at the coupemondiale.org site. We have the entry deadline set as September 5th at this time. We will continue to monitor the work situation to see if that needs to be extended to accommodate situations in the various countries. Any updates will be communicated to our members via our General Secretary who will offer regular communcations.
Kevin: Grayson will conclude the Interview session, but before I discuss a final point with you and pass it over to him, I would like to say thanks on behalf of our CIA Executive Team for your vision and commitment to working with our Portuguese hosts and Government officials to ensure that we have the most successful festival possible. It sort of leads into my final topic. MIrco, one thing you have been very proactive in supporting is the importance of our ongoing Video Archive and Education Project. This will enable our supporters who are unable to travel to Portugal, to be able to watch the events. Can you offer any updates on how this will function at the Coupe Mondiale in Castro Marim?
Mirco: Yes, video of each contestant will be recorded and uploaded within approximately half an hour so family members and friends, delegates and fans can follow and watch the competitions and the festival events as they unfold!
Grayson: Thank you and on behalf of the Music Committee, it’s Chairman Alexander Selivanov and all our members, we are excited to be able to proceed with this event and allow our young contestants the opportunity to compete in our annual Coupe Mondiale competitions.
